unable to connect to the http site on port 8100 or 8080

Hi ,
we can not connect to the http sites on the spectific
ports like 8100 or 8080.
for example :
http://lofstag.logibro.fr:8100/wpsAdm/indexadmin.jsp
or
http://lofstag.logibro.fr:8080/wts/index.jsp?lang=fr
something needs to be configure on our ISA server.
do you know how to resole this issue ?
