If you're talking about limiting access to your SMTP server from Internet
addresses, the S&C rules won't help.
They're only for outbound traffic.
There are two ways you can do this, though:
1. packet filters denying traffic from known spammers (difficult to manage,
though)
2. client address sets applied to your server publishing rules(s) (easier to
manage)
Frankly, I find RBL's to be much easier to handle, since it takes the "find
them" task off your firewall and places it on the mail server where it
belongs...

Using the SMTP filter is apparently not an option with SBS.
