Yes you can do this.  I've done it several places where the client has
DSL, but the ISP won't allow them to bridge. So the DSL router and ISA
live on a private network, and then ISA, of course, has its own private
network inside it.

In a business environment, the fun part begins when you start trying to
work with the ISP to port forward VPN traffic (if their hardware is
capable of it) to the external IP of the ISA so you can then get into
the network....kind of a pain, but it works.
