shutdown schedule access

I've set up ISA so that all access is shutdown for a couple of hours in the 
early morning.

This works fine for HTTP requests, but if someone is connected vis a socks 
session (e.g. msn, yahoo) they stay connected when the shutdown period starts, 
although they are unable to create a new session during the shotdown period).

Is there a way to force the socks shutdown ?
