Thanks Shawn on the filters. That is what I was thinking, but just wanted a second opinion on the subject. As far as FP, that's just the way that I have it, but it just hangs after the auth with the web server. I seen this with FP 2k and 98. It just matters on what direction you want to control. Packet filters are for inbound traffic, protocol rules are for outbound traffic. I'm pretty sure FrontPage publishes via HTTP so you need to make FrontPage a web proxy client. You do that either by setting up HTTP proxy settings from within FP or setting your proxy settings in the Internet Settings Control Panel / IE Internet Options.
