publishing terminal server

When I published my terminal server it doesn't respond for the ip address..
I have an ISA server (192.168.254.101 and 192.168.254.101 outside) and
(172.16.7.1) inside that is also a domain controller. My internal Terminal
Server is 172.16.7.10, and I've publish it to be 192.168.254.102, but when
I terminal server in, it goes to the ISA/Domain server.
What did I miss here?
