publish server

Dear isalist;
i have internal ftp server (192.168.1.x) in branch and isa server (ip local for
internal & ip public to internet) in hq, branchs connect to hq with frame relay
connection (ip local). how can user connect to ftp server via internet
connection. i've already tried to publish ftp server (in isa server) but when i
simulated to access ftp server, it didn't work.
have an idea to resolve it?
