    1)ISA is the only gateway to the internet in our network.
    2)they don't change their proxy settings;they just go to some sites that is 
called "no proxy" sites and then from those sites they go to the denied sites.
    now what can i do?

      2) Use policy to prohibit your users from changing their browser's proxy

      i want to deny accessing all "no proxy" sites.because i have denied 
accessing some sites by isa server but my clients access them with no proxy 
sites.
