Gfi WebMonitor2 with ISS internet categories database has category
"anonymous proxies". Database is updated ~daily.

P.S.: I am just adding in URL history of GFI WebMonitor2 (where all http
sites accessed via ISA are listed) button next to every site which will 
allow you by clicking on it add site to your manually maintained
blocked 
destination set in ISA server configuration.
So adding blocked site will be faster on 1 page just by clicking on
domains.
