That won't help inbound pings.  ISA ignores those by default (basic Dos
attack).
Create a packet filter that allows incoming ICMP ping requests for the
default external IP on the ISA.  Remember to disable it after you're done
testing.

I am unable to ping the IP Address of the external interface on my ISA
