Try pinging 198.6.1.98 (Microsoft DNS Server) see if you can get a response.
If you don't make sure you have configure the browser on the ISA server
points to itself.

1.      On the server computer, configure Microsoft Internet Explorer.
        a.      In Internet Explorer, click Internet Options on the Tools
menu, and then click the Connections tab.
        b.      Click LAN Settings, and then click Advanced to display the
Proxy Settings dialog box.
        c.      Under Proxy server section, select Use a proxy server for
your LAN (These settings will not apply to dial-up or VPN connections)
checkbox, under Address enter your ISA_SERVER_NAME, under Port, type "8080"
without quotes, select Bypass proxy server for local address checkbox, then
click OK

isa servers only pinging to hosts inside my university, but dont pinging to
yahoo, hotmail, altavista and so.

isa dont pinging outside my network.

the browser in the machine with isa server dont navigate but if i uninstall
isa server i can navigate perfectly.

in this moment 5 hours ago i installed isa and the clients is accessing to
internet very well.
