the server is published on the inside card, I still get 426 Connection

If the FTP server is on the ISA server, protocol rules are not the way to
go.
If this was my machine and I had to publish the FTP server on my ISA box. I
would begin by ensuring that the FTP site is listening to only the inside
card. Then use Server Publishing to publish the server.

I am trying to publish an ftp server on the same machine as ISA, i have
