The service says it is running, but users can not use their Internet
Explore, but Yahoo messenger works. Then when I stop and restart the
service, everything goes back to normal.

Does the service actually stop? Or does it just stop responding?
If the service stops, does setting the recovery actions to restart work?
Or if it just stops responding, can you not set the monitors in ISA
itself to restart the service if need be?
