Jim,
According to Tom's instruction, I did it via assigning in group policy and it 
installs on next reboot automatically. Users are just regular domain users and 
can't install by hand manually. Sorry, I don't get the point about the warez 
server and msdn

No; what I was trying to say is that you should set a GPO to limit the user's 
ability to install software.
They don't have to get the FWC from you; it's available in MSDN releases and 
<gasp> WAREZ servers.

Jim,
I thought of doing this. Creating an OU and copy those machines I want to have 
firewall client installed there and add the software install policy. Leaving 
the rest of computers and enabling the firewall client support for whole 
network seems to be working fine
Is that exactly what you were trying to say?

We have an internal network set in ip 192.168.0.x series. I was wondering if 
there is any way to enable firewall client for particular users or ip addresses 
in subnet instead of enabling for everyone. I need this for some personal 
reasons
