connection refused error message

Hello everybody,
when i use a Proxy for Internet Connections i become an error message that
the connection is refused. I traied the DNS Name and the IP-Adress.
I only use the caching funktion of the ISA Server.
My Network has two subnets and the ISA Server has the net adapter. The
subnets are routed over a Firewall.
1.When i use the ISA Server as an Router for a new net it will work fine.
Konfiguration: Firewall: 10.10.10.1
ISA Server: 10.10.11.1
255.255.255.0
10.10.10.1
CLient: 10.10.11.2
255.255.255.0
10.10.11.1
2. When i do not use the ISA Server as a router i becom the error message!
Konfiguration: Firewall: 10.10.10.1
ISA Server: 10.10.10.2
255.255.255.0
10.10.10.1
CLient: 10.10.10.3
255.255.255.0
10.10.10.1
What is wrong???
