RPC over HTTP on a non-.local site (working)

Is there any info about setting up a page which allows clients to
download the cert into their machine so they can do RPC over HTTP? I was
thinking something like having a page which the user would have login
(login is simple) a press a button that installs the cert onto their
computer (giving them the warning signs), and below that giving them
steps to setup RPC over HTTP on their computer?
