Wise power users

So, I have one simple question.....
In my company I have fiew power users that have wright to use Internet
thrue ISA server. But they are so good to their coleques thath they
provide them username and passwords for logg in to their local machines so
that the coeques can use internet as well as they do.
How I can prevent multiply log in on to ISA server to prevent sharing of
user name and pass between coleques in order to prevent Internet use.
Any recomend.......
