Website Inaccessible from the outside

I have a ISA Server 2000. I have multiple sites up on our IIS 5.0 server.
All sites are accessible from the inside and outside world. However, one
particular one I keep getting the "403 Forbidden - The server denies the
specified Uniform Resource Locator (URL). Contact the server
administrator. (12202)Internet Security and Acceleration Server."

From inside using the UNC path is fine, the message only displays when
accessing this site using the URL. No changes, that I'm aware of, have
been made to the publishging rules.

Microsoft has documentation for this, but only for a Small Business
Server, which I don't have. I have ISA 2000 and IIS on separate boxes,
both running under Windows 2000 Server standard.

Any ideas? What could I be doing wrong? What can I check?
