Use of the Web Proxy service does not preclude other protocols.
If you're using user-based access rules, then you'll have to either install the 
FW client on all
clients or create client address sets for those that can't use the FW client.

Is there any way to install ISA and configure the web proxy service for
specific users while letting other users' traffic to pass through?  I
was intending to set up a client set for the specific users with DHCP
reservations and force them to use the web proxy client.  But will this
prevent others users from using POP3, SMTP etc. without installing the
firewall client?
