Go to Monitoring, Logs and edit the properties of the web proxy log to
include "Rule#1" and "Rule#2".
Try the same request again and see which rule shows up in the log. That's
the one that's blocking the request.

My web clients get error 12202--The ISA server denies the specified URL.
I found a reference to 12202 at the web site but it does not apply.
This happens even for URLs that don't need DNS lookup.
Site and Content Rules has the initial Allow Rule.
