Web Publishing by ip address

Can anyone help I am trying to publish a Website by ip address, after reading
Toms book it states "Using IP addresses in destination sets used for inbound
access to the external interface of ISA server does not work,
Can anyone help me through the process of publishing this site via ip address
not FQDN
