Good eye. The text should have read:

"The Web Proxy Service can be configured to require authentication, but
you cannot limit access to all protocols on a per user/group basis, only
those mediated by the Web Proxy service (HTTP/HTTPS/FTP/Gopher)".

On page 233 of ISA Server Development Planning and Design, in discussing
the Firewall Client's benefits over web proxy service, it says:  "The
Web Proxy Service can be configured to require authentication, but you
cannot limit access to the Web Proxy Service mediated protocols on a
per-user or per-group basis."

I'm finding this a bit confusing. Can't authentication requirements
serve the same purpose by only authenticating specific users or groups?
