Web Proxy Configuration

I'm in the process of deploying new machines in my domain. As part of the setup, we install the firewall client, which configures the Web Proxy client. This is done using an administrator account. When I deploy the machine, the Web Proxy client is not configured under the new ID. Is there a way to force this via Firewall client / ISA Server? Has anyone run into this situation??
