Check your settings in this place:
Options->Sychronization Options->Update Files and Languages->Advanced

There are options about downloading/storing updates locally in there.

Check your ISA logs also, but I don't think there will be any denys in
there.

Yeah, I just have critical updates and patches set for download now..and
I went through the list and narrowed it down to just products I have. 
This is my screen for the sync.:

I synced and watched the log in ISA and it connects...still weird it
won't download.

I'll check out the newsgroup for Update services.

I have mine set up with allowing http/https from that one particular
server and WSUS works fine.  

Check your settings in WSUS and make sure you choose the right product
categories and such.

It does go out and check for updates and says it's a success...it just
doesn't download any files. Very odd.

WSUS uses HTTP and HTTPS.
You may need to allow anonymous access for the WSUS server if all other
rules are authenticated.
