You do NOT need IIS to serve error pages. All you need are HTML files.

Hello Jim Harrison,

A.  The reason for running IIS on the ISA server is just to give a HTML
message to the users when they go to sites they are not supposed to.
We want to keep everything related to the INTRA/Internet "access" on the
ISA server.  All our IE browsers are configured with Automatic Detect
settings and currently we have LINUX proxies that have that WPAD.DAT
file.
As a test we configured the second option: Use automatic configuration
script on the connections tab of the IE browser like so:
http://proxyisa/wpad.dat  and it works!  But my only doubt is when I
browse the http://linuxproxy/wpad.dat it shows the contents correctly on
the IIS it shows me variables.  Only by mapping a drive and viewing it
through notepad.
We configured the ISA server so that in the future we are going to
change on our DNS/DHCP system to point to the wpad.dat file on the ISA
server that of course is running the IIS.  From what I've been told the
wpad.dat file has to be in the wwwroot of an IIS.
