If that does not work try creating a new MMC for ISA and see if you have it then. Well.......... I would..... but its not there. I have View, Refresh, Export List, Properties and Help. Its an 'integrated' mode ISA server so both proxy and firewall. Win2K SP2 and ISA SP1. Ideas?
