Are you trying to get IPSec through the ISA?
You can't unless the IPSec client / server pair support IPSec Tunneling.

Hey jim how do i configure my ISA firewall.
I have opened the following ports on my ISA.
TCP port 264, TCP/UDP 500, UDP 2746, IP protocol 50
These Ports are opened in both directions, inbound and outbound.
