If you do the math, you'll quickly realize that 100 users + 5 VPN users > 
1MBpS.  
Either get a bigger pipe or limit the total number of users.

Dear Group 

 We want to use exchange server, VSS server (basically server) over the VPN and 
want to configure dial in VPN on ISA 2004 server. At any point of time 
simultaneous user will not exceed 5. Just wanted your opinion from your 
experience. How much bandwidth should we reserve for VPN? Our current bandwidth 
is 1 MBPS shared with around 100 users.
