Upstream proxy alert mechanism

Hi Everyone,

Anyone know exactly what the mechanism is for detecting an upstream proxy?
That is, when an alert is thrown saying the upstream proxy couldn't be
contacted how is that discovered?  I'm assuming it isn't an ICMP echo since
ICMP is not permitted between my ISA and the upstream server.  Is it as
simple as an HTTP request failing?
