Unable to publish

OK, I'm now officially confused.
I got the logs for my ISA Server and IIS Server now going to an Access
database so I can almost read them.
The IIS log shows local accesses to the FTP server without any problem.
Attempting to get to the FTP server via the external interface shows
ALLOW in the ISA Firewall log.
But after the ISA log shows the ALLOW, there's no entries in the FTP
log. And of course, the client doesn't gain access.
What's wrong?
