You're using the ISA server to validate publishing rules?
That's a bad test scenario; you should use a separate host that is unrelated
to either side of ISA.

Telneting on the ISA server to the Ext NIC. (hoping to run the publishing
rule from ext nic to internal exch srvr)

Our adsl setup is also:
Pub dns of 210.x.x.x into ADSL router, this is NAT'd to the ext nic of isa
on 172 network.
The isa should nat from 172.x network (ext nic) to 192.x network (int
nic)??
