USB ADSL and Server Publishing

Hello,

I have an Alcatel USB modem. When anyone accesses the net ISA dials up
fine. However after it has dialed up no server publishing works. I have
to manually restart the firewall service to get it work properly (mail
and web server published to second machine behind ISA).
Also, is there a method of ensuring the computer maintains a permanent
connection (ie. Connects automatically after the computer boots). I find
that once the ADSL connection has dropped I have to reboot the machine
to get it back (one downfall of a USB modem I guess - we're changing to
a Ethernet adsl modem in a few months).

Can somebody suggest how I may fix these issues?
