I printed out the install. log from the Quota Traffic folder, and Un did everything that the file did. So I deleted files, registry entries, un registered the dlls , restarted and disabled the quota traffic filter. If I manually stop the services and try to uninstall the same behavior happens. Event viewer says AD_Connecter can't connect to the global catalogue and ISA services stopped gracefully, and now the server looks like its disconnected from the domain, ISA can ping PCs but clients can't ping ISA.
