Toggling server route

Is there a mechanism or API to be able to define two sets of server
publishing rules and 'toggle' between them?
For example:
Production server at LAT 192.168.2.35 is published via ISA at ext. addr.
xxx.yyy.215.55
Backup server at 192.168.2.45 is standing by.
Without changing LAT addresses of the servers we would like to tell ISA to
redirect.
Server publish doesn't allow this, it sees the duplicate xxx.yyy.215.55.
Is there any 'quick switch' solution?
