It should have by writing an alert and also an event to the application
event log.

Illegal in the sense that it doesn't work anyway.  ("Illegal" was
probably a bad choice of words.)  It would seem to me that the program
could let you know that a configuration you have set up isn't allowed
when running on an ISA Server box.

I suppose that's a feature to keep people who don't know what they are
doing, like me, from exposing the ISA box on every interface.  Makes
sense.  Too bad they don't go one step further and tell you that your
configuration is illegal.

On the ISA server, go into "Terminal Services Configuration" in
Administrative Tools. Right click the RDP-TCP connection and select
properties. On the Network Adapter tab ensure that only your private
(internal) network adapter is selected. 
 
If you need to access this Terminal Server from the outside, you can now
server publish it on the internal address of the ISA box.

I have been trying to install Terminal Services on my ISA box so that I
can administer it remotely.  But whenever I try to connect I get an
error message that says

"The client could not connect to the Terminal server.  The server may be
too busy.  Please try connecting later." 

I have installed TS on several other boxes and never had this problem.
I am coming across the LAN, not across the internet.  I looked at
TechNet and found several references to this error message, but none of
their solutions cleared it up.  I've tried both administrative and
application modes.  Any ideas?
