There are some content filtering packages, eg Super Scout, that will block ads very well. But the cost is large ~$10K. The other way is to create a destination set with common ad servers and block the destination set. If you have a look at a usage report showing top 20 sites, at least 5 are likely to be ad servers. Add them to the destination set. Slowly build the destination set over time.
