hello

i dont understand that what u actualy wants, if u wants to configure your
IsA server to work with Squid 3128 prot (by default work on 8080)

To configure the TCP port
In the console tree of ISA Management, right-click the applicable array
and click Properties.
Internet Security and Acceleration Server-->Servers and Arrays-->Name 
Select the Incoming Web request tab or the Outgoing Web request tab. 
In TCP port, type the port number on which the ISA Server should listen
for Web requests.
By default, Microsoft Internet Security and Acceleration (ISA) Server
listens for outgoing Transmission Control Protocol (TCP) requests on port
8080.
By default, ISA Server does not listen for incoming TCP requests. If you
configure the TCP port for incoming Web requests, it is recommended that
you set it to port 80.


Or if you wants to change or used both 8080 and 3128 prot under squid then
edit squid.conf under /etc/usr/local/squid.conf Press 2 page dwon key you
will see #http_port 3128 just type http_port 8080 in next line and remove
# sighn before any line u want active
