Not yet.

We have though used a standard Windows 2000 machine with no ISA installed
and is perfect.

There is something in ISA causing the slowdown. Whether it be the packet
filters, broadcasting or spoofing I don't know.

Interesting issue.

Have you tested the exact setup but with ISA uninstalled? In other words,
using the ISA server as a router using just RRAS and with ISA uninstalled.

That would help to eliminate possibilities.
