Site-to-site VPN

I have been searching the ISA forum plus other sources on the internet, but
can someone give me a definate answer to this.
Is it possible to have an ISA Server do a site-to-site VPN to Symantec
Enterprise Firewall or Raptor Firewall ?
From what I read it appears that the Symantec stuff does not do L2TP/IPSec
and ISA does not do pure IPSEC, am I correct in this
