The 0.0.0.0 means it's listening on all interfaces. You can change that on Terminal Services Configuration, getting de properties of the RDP-RCP protocol and click on the network adapter tab. Then you can set on which interface it'll listen. You have to set the ISA Server to listen only on the internal NIC to publish another internal terminal server.
