ISA Server neither uses nor passes TCP Keepalives.
It will, however use the client's keep-alive header to maintain a connection to
the upstream server.

Subject: [isalist] SSL thru ISA

http://www.ISAserver.org

MS recently released a cumulative patch for IE 5 & 6. The patch breaks
SSL connections. They released a fix for IE 6.0, but we are using IE 5.5
SP2 in a Citrix environment. We have confirmed it is the new patch
832894.

The article mentions a workaround for proxy servers by changing the TTLs.

Since the fix won't work, can anyone offer any quick suggestions, before I
start hacking at my ISA servers?
