SMTP Message Screener

I have read Tom's article on setting up the SMTP message screener and
actually had it up and running. I was using the keyword filters to forward
the filtered messages to another mailbox on my Exchange 5.5 server. For
some reason, the filters are no longer taking effect. All mail is flowing
through, including those on my key word lists. I have rebooted all 3
servers and still no luck. I have walked thought the configuration and do
not see anything that doesn't match Tom's article. There are no messages in
the even log to indicate that ISA is not functioning correctly.
Any one have any suggestions on how to troubleshoot this?
Configuration:
W2K member server running ISA Server,
W2K domain controller running IIS and SMTP filter published on ISA Server
forwarding to Exchange server,
NT4 BDC running Exchange 5.5.
