Thank you very much Jim, 
I can no get that SMTP Filter works, but I will continue trying it.
 Also I discover new things that I would like to make the users, like
not allowing them that surf the web  if they do not have the Firewall
installed Client. I don't know how to do it but I will find it.

        It's a mechanism used by many SMTP servers to limit relaying.  
        It forces the calling host to provide credentials before the
SMTP traffic is accepted.

                        Look at your event logs and ISA Server logs to
see why they're being rejected.
                        Are you using SMTP AUTH in your SMTP server?
                        That's broken in the SMTP filter.

                                I have installed an ISA Server with SP1,
and all hotfixes. When I enable the SMTP filter the e-mails don't come
