Go back to the console of the ISA Server. Look for the system policy and
configure to your hearts content

And or read this

Hi. I just installed isa 2004 on a new server. I am not able to ping
it on the client machine. I figure there must be a rule on the firewall
end that blocks pinging from the internal network. I haven't created
any rules yet. I would like to know how I can connect to it via
terminal services from the internal network. Any help on this is
appreciated.

Thanks.
