Rules Problem on ISA Server

Hello everyone,
I'm have a big problem with ISA Server rules...
I created two rules, first rule deny access for specific destination set and
redirect to a internal page, and second allow access to all sites except
sites into the destination set used on first rule..
Anyone have idea how I solver this?
When an user attemp to access sites that list on a destination set (Denied
Sites) redirect user to an internal site (http://denied.aspec.com.br) and
when users try to access sites that no list on destination set (Danied
Sites) allow access to him...
Help-me please...
