Routing with ISA 2004

Please can someone advise on the following.
I have an issue with a 2004 ISA server in a WAN configuration. All users
in the local network with address of 10.1.1.x can connect to the net no
problem. Users on the other wan sites that are routed into the 10.1.1.x
network cannot browse.
Is this due to a default route issue and can I put this into the ISA
server?
