RE: Routing Rules are not working

most of the sites are not updated, means I opened www.msn.com in morning,
now in evening I am opening msn page on client pc and it is coming from
cache, now I want to refresh it, I pressed refresh button, but again
Cached page come, according to second routing rule, page must be
refreshed,is it some setting required to refresh pages.
