Route table problem

I am running two firewalls in an array, and am getting the following message
from my 2nd firewall

The ISA Server services cannot create a packet filter x.x.x.x. This event
occurs when there is a conflict between the Local Address Table (LAT)
configuration and the Windows 2000 routing table. Check the routing table
and the LAT to find the source of the conflict.

When I check the routing table of the firewall reporting the error, I get
the route 255.255.255.255 255.255.255.255 x.x.x.x x.x.x.x, where the x's are
my external IP address. The firewall that is working fine lists the x's as
my internal interface NIC. When I try to delete this route, and recreate it,
it returns an error "bad destination addresss 255.255.255.255"

How can I sort this problem out?
