Restricting Accessing the internet

Hello,
I have been tasked by management to allow certain user to access the
internet from 08:00 to 10:00 and 12:30 to 14:30 and the last session
should be 16:00 to 18:00. This rule should apply to some user and some
should have access throughout the day. Please assist me how to go about
it.
Am running ISA 2000 on Windows 2000 Server.
