The terminal services Remote Desktop Protocol (RDP) is already
encrypted.  There is not need to initiate a VPN first.

Other thing you can do: 

Install VPN, install Terminal services but don't publish them. 
Connect trough the VPN to the TS.  Much more save.

This is a very dangerous thing to set up.  If you really want to I'd say
to publish terminal services through your ISA server and connect via
terminal server to run ISA Admin.  See articles on
http://www.isaserver.org for information on how to do this.  If you
choose this method I would highly recommend changing the port that
terminal services listens on from the default.
